Today, Costa Rica is one of the most prosperous countries in Latin America. Its well-educated population maintains a strong democratic spirit and displays an admirable level of collective sensitivity to issues surrounding ecological conservation, democratic development, and commercial vitality. In 2006, following the passage of a constitutional amendment that allowed for the re-election of presidents, former president and Nobel Laureate Oscar Arias was re-elected as president in one of the closest elections in Costa Rican history. Economically, the country has experienced relatively stable growth and a slow reduction in inflation. Though unemployment, poverty, and the management of an emerging welfare state are still pressing issues, Costa Rica has consistently managed to sustain generally positive economic trends.
