We Will Rock You. For the past 300 years, Spain has fought an uphill battle to regain control of Gibraltar, a strategic 6km territory in the south currently under British rule. Britain’s desire to improve relations with Spain paved the way for a 2002 proposal to share sovereignty of the rock between the two nations, but Gibraltar residents, who remain overwhelmingly loyal to the UK and enjoy salaries almost a third higher than the Spanish average, rejected the measure.

Straitened Relations. In July 2002, a handful of Moroccan soldiers occupied Perejil, an island in Spanish territorial water known for its abundance of goats. The occurence sparked a minor international event. Amid much fanfare and grandstanding, the soldiers and their Moroccan flag were promptly removed. Its sovereignty and military prowess secured, Spain could once again direct its attention to pressing internal affairs, including increased immigration from northern Africa. The Canary Islands and Spain’s outposts in Morocco, Ceuta, and Melilla are typical places of entry. In 2005, Spain granted amnesty to 700,000 of the illegal immigrants within its borders, and has continued to experiment with temporary worker programs.
