Westminster, with its spires and parks, feels like the heart of the old British Empire. It is, after all, home to the Houses of Parliament and the queen—convenient for diehard tourists who want to cram all of London’s biggest sights into one day. Apart from the grandeur of Westminster Abbey and the bureaucracy of Whitehall, however, the district is down-to-earth and even a bit grimy—thousands of commuting workers make Victoria the busiest Tube station in the city. South of Victoria, Pimlico is residential, with row after row of B&Bs, cutesy restaurants, and stuffy shops. Westminster is near most sights; use St. James’s Park for Buckingham Palace and Pimlico for accommodations and for the Tate Britain.
