The French higher education system operates very differently from the American system. Unlike in the States, where high school seniors agonize over SATs and college applications, any French student who has obtained their Baccalaureat is eligible to enroll in university. (The weeding-out process doesn't happen until later, when students who don't pass their final exams are forced to redo the previous year or just drop out) Given that education is heavily subsidized (one year at the prestigious Sorbonne costs a mere €400) and that most students live at home rent-free throughout their college years, it's no surprise that almost everyone at least starts university.
